Choosing a filter based on what your water report actually says
Certification standards, when filtration matters more than hardness, and how to read a municipal report before spending anything.
Filtration and softening solve different problems, and conflating them is the most common mistake in home water treatment. Hardness is an aesthetic and maintenance issue, dissolved calcium and magnesium that affects soap performance and appliance scale, and Health Canada treats it as an aesthetic rather than health parameter under the Guidelines for Canadian Drinking Water Quality. Filtration, by contrast, targets specific contaminants such as lead, chlorine byproducts, or dissolved organics, several of which do carry a maximum acceptable concentration under the same guidelines. A softener leaves lead in the water, and a carbon filter leaves the hardness; matching the treatment to the actual parameter of concern is the first decision to get right.
When filtration matters more than hardness: lead
Health Canada lowered the national guideline for lead in drinking water to 0.005 mg/L (5 µg/L) in 2019, down from the 1992 guideline of 0.01 mg/L, after new evidence showed health effects, particularly reduced cognitive development in children, occurring at lower exposure levels than previously understood. Lead in tap water in Canada almost always comes from plumbing rather than the source: lead service lines connecting older homes to the municipal main, lead solder used in copper pipe joints before the mid-1970s, and brass fittings that can leach small amounts of lead over time. Health Canada's official position is that replacing the full lead service line is the most effective long-term fix, but a certified point-of-use device is described as an effective interim option for homes in older neighbourhoods where a service line has yet to be replaced.
Because lead exposure depends on plumbing age and material rather than the municipal source water, it stays invisible in citywide hardness and pH figures. A city with soft, well treated source water can still have individual homes on lead service lines from before 1975. If your home was built before the mid-1970s and the service line material is unconfirmed, a lead-specific test, either a home kit or a sample sent to an accredited lab, is a more useful first step than any general filter purchase.
Reading your city's water quality report before you buy anything
Canadian municipalities that operate their own treatment plants publish an annual water quality report summarizing test results against the Guidelines for Canadian Drinking Water Quality, and this report, rather than a generic buying guide, is the correct starting point for deciding what to treat for. Look specifically at reported hardness (mg/L as CaCO₃), disinfection method (chlorine versus chloramine, which changes which carbon filters are effective), and any parameter flagged near or above its maximum acceptable concentration. City pages on this site summarize the most recent published figures for hardness and pH where a municipal report is available, and link to advisory status separately, since a boil water advisory is a distinct and more urgent signal than any routine parameter.
Maintenance determines whether certification means anything in practice
An NSF-certified cartridge stops performing to its rated standard once it reaches its rated capacity, whether that is measured in litres treated or months in service, and a filter run well past its replacement interval can perform no better than no filter at all, and in some cases can become a site for bacterial growth on the spent media. The maintenance schedule listed for each filter type in the comparison above reflects the point at which manufacturers' own testing shows performance dropping off.
For households with soft to moderately hard water and no known lead or PFAS concern, a pitcher or under-sink carbon filter on a maintained replacement schedule is usually sufficient. For older homes with a known or suspected lead service line, an NSF/ANSI 53 certified device with an explicit lead reduction claim is the more relevant purchase than anything marketed primarily on hardness or taste.
